The project addresses the challenges of implementing public sector interoperability; the ability for information exchange across organizational borders, concerning technology as well as business aspects. To meet this end Enterprise Architecture (EA) has been suggested as a means to treat technology and business as interrelated. However, state-of-the-art EA is seldom fully applied in practice. The project studies the hurdles that have to be passed during the process of increasing interoperability. These conflicts include defining the scope of enterprise that is to be made interoperable, clashing interpretations of architecture, increasing complexity and re-structuring of decision making. The challenges reflect a move from eGovernment to eGovernance, i.e. the art of coordination many diverse actors towards common goals.
