Financial support for open access publications

The University Library is administering a fund that provides financial support for open access publication charges. The purpose of the fund is to encourage authors to publish research results with open access.

Further, the fund complements a number of publisher agreements where open access charges are prepaid. With the search service SciFree you can easily check if a journal is part of such a prepaid agreement.

As laid out in the Government’s research bill of 2020, the goal is that, by 2021, there shall be immediate open access to all publicly funded scholarly publications at the time of publication.

Criteria

  1. The applicant must be the corresponding author of the article. The author must have been associated with Örebro University when the research was carried out.
  2. Örebro University must appear as part of the affiliation in the article.
  3. The article may be published:
    - In a pure open access journal indexed in the Directory of Open Access Journals (DOAJ), or in a journal deemed to meet equivalent requirements, or;
    - In a hybrid journal, i.e. a subscription-based journal where single articles may be published open access against payment.
    An overall assessment is made of the journal and publisher. Among other sources, the Principles of Transparency and Best Practice in Scholarly Publishing is used.
  4. The article must have been accepted for publication, and the invoice not yet paid.
  5. The article must be peer-reviewed and published with a Creative Commons license or equivalent.
  6. A maximum of 30 000 kr is granted for each article.

Limitations

  1. Funding for publication must not have been secured via a research funding body or other funding agency.
  2. Affiliated researchers from Region Örebro County are referred to the County's open access fund.
  3. Only the publication charge for open access is covered. Other costs that may be associated with the publication will not be met.
  4. Funds are not granted for making previously published articles open access retroactively.
  5. Limited funds are annually available. If the allocated funds run out, the financial support will cease.
  6. Funds can not be granted for applications made in connection with manuscript submission. Applications are handled at the point of acceptance, and funds can not be reserved in advance.

A decision on whether or not to provide funding is made by an administrator at the University Library, if needed in consultation with the Library Director.

  3. The publisher should be a member of the Open Access Scholarly Publishing Association (OASPA). Exceptions may be made following review by an administrator.
  4. The chapter must be peer-reviewed, and be published with a Creative Commons license or equivalent.
  5. A maximum of 30 000 kr is granted for each chapter.

Following an application for financial support for an open access chapter, a dialogue may be required. This is due to the fact that the annual budgeted funds are limited, and that the publishing and invoicing process may vary between publishers.
