The European Union has an ambitious agenda for making public sectors of the member states interoperable. There is currently a specific focus on the health care sector. Member states have developed plans for a more open, accessible and transparent administration through the use of ICTs. However, research over the years show that there are considerable failures in implementing such major change agendas. One major cause is the narrow focus on IT. There is a need to look at government as a system, rather than in terms of individual organizational units and processes. Issues of information, technology and politics must hence be raised together. This project studies the implementation of the Swedish e-health agenda.
