The aim of this study is to develop a framework which can be used by health care organisations for developing information security systems. By identifying value conflicts related to ISS between the formal and informal systems in health care organisations, this study will deliver: (1) a list of potential value conflicts when working with ISS routines in health care (2) a list of important actors to identify when working with ISS routines in health care (3) a structured procedure for identifying values and values conflicts in an organization (4) dissemination: research and practice.
