Collaborating with Region Örebro Län (RÖL) in Horizon Europe

This webpage is designed to support ORU researchers with guidance on involving Region Örebro Län (RÖL) in their EU‑funded proposals and projects.

It explains how to structure collaborations between Örebro University (ORU) and Region Örebro Län in a way that aligns with Horizon Europe rules, evaluator expectations, and legal requirements.

When to involve Region Örebro Län in your Horizon Europe project

  • When RÖL contributes clinical expertise, patient access, or health‑care infrastructure
  • When RÖL staff perform research tasks
  • When RÖL owns relevant data, registries, or equipment
  • When RÖL is needed for implementation, piloting, or validation in real‑world settings
  • When RÖL’s participation strengthens impact, stakeholder engagement, or evaluator expectation

Who to initially contact?

  • Inform [xxx] at the Grants Office and [xxx] at RÖL. Include details about the call topic, including the deadline, and describe the role that Region Örebro Län (RÖL) will play in the project. A general description of tasks and associated costs will help us assess their role (i.e. affiliated entity, beneficiary, or standard external purchase).
  • Please ensure that you have informed your Head of School of your intention to apply. Prior to submission, the proposal must be formally approved in accordance with ORU’s delegation rules. Heads of School may approve proposals where the total ORU project budget is below SEK 10,000,000.
  • Please contact your ekonom for support with the budget. If RÖL is included as an affiliated entity, ensure that the Region has been added as such in the proposal (Funding & Tenders Portal). RÖL can declare its own actual costs in the proposal. Do not include RÖL’s costs as subcontracting.
  • For questions regarding data management plans, including access to primary and secondary data at the Region, please contact [xxxx].
  • If you are planning to include Region Örebro Län as an affiliated entity in your Horizon Europe proposal, please ensure that [xx] and [xx] have been informed.

Note: If the proposal is approved for funding, a Project-Level Agreement (Bilaga 1 – Projektavtal – Affiliated Entity Agreement) must be signed between Örebro University and Region Örebro Län. The signed agreement must be archived in Public 360°.
