The two aims of this project are two-fold: first, to understand how modern ICTs can support trans-national citizen engagement in policy-making and strengthen democracy in the European Union; and second, to understand the social learning dynamics and organizational change outcomes resulting from a trans-European citizen engagement experiment, the European Citizen Initiative. The main research question is, What role do information and communication technologies play in supporting trans-European public participation in policy-making at EU level? The project investigates stakeholders' perceptions and expectations as well as practical results in terms of changes citizen-government procedures.
