Cybersecurity is no longer only an organizational concern, it affects everyone. As digitalization expands, individuals face growing risks of being hacked, scammed, or having their personal information misused. This project focuses on improving cybersecurity preparedness at both individual and societal levels. It explores how different population groups can be better prepared for emerging cyber threats through tailored cybersecurity policies. Inspired by Rostami’s (2023) work and the POLCO software, the project develops a tool that helps policy designers create context-specific and understandable cybersecurity policies. Through two iterative design and evaluation phases, the project aims to empower cybersecurity policy designers to develop tailored and effective policies, which in the long run, enhances citizens’ preparedness, resilience, and awareness in an increasingly digital society.
