Webinar - Legal consciousness in the tech community – A conceptual and analytical framework

Over the past decade, national and international policymakers—particularly within the European Union—have sought to address the socio-economic and ethical challenges of technological innovation through extensive legal frameworks.

Yet, the implementation of these regulations often falls to software developers and engineers, creating a pressing need for effective communication between legal and technical domains. Despite scholarly attention to regulatory approaches, digitalization, and interdisciplinary collaboration, no empirical research has yet examined how the tech community internalizes and navigates legal norms. This paper introduces legal consciousness as a conceptual lens to study this gap, proposing an analytical framework to guide future empirical inquiry into law–technology interactions.
